Born in Fukuoka, he studied at Doshiska and abroad and became a Unitarian preacher. Ht taught at Tokyo College from 1899. In 1900, he became president of the Socialist Society and in the following year, he founded Shakaiminshuto with other founders. In 1924. he became president of the Japan Fabian Society and was elected to the Diet in 1928. In 1932, he became a chairman of Shakaitaishuto but withdrew from politics in 1940.
