American politician,
has been a
Republican member of the
United States House of Representatives since
19,
representing the 1st District of
Louisiana. He was born in
New Orleans,
was educated at
Harvard University,
Oxford University (
Rhodes Scholar) and
Tulane University, and was a lawyer and member of the Louisiana House of Representatives before entering
the House.
