ECDL is the European name for the certificate, while ICDL is the international name of the same certificate.
People who are interested in ECDL/ICDL are taking examinations on popular computer applications such as operating systems, office applications like word processors and spreadsheets, communication software etc.
Many countries participate in the programme, which is based on a similar project from Finland.
The mission is to raise the level of knowledge about Information Technology (IT) and increase the level of competence in using personal computers and common computer applications for all the citizens of the world.
The business is to disseminate, promote and evolve ECDL/ICDL as a globally accepted IT skills certification programme that prepares all people for participation in the Information Society.
The strategy is to to develop partnerships with professional computer societies in all countries to administer ECDL in order to facilitate full access to the programme by the local populace. To drive awareness amongst the general public and corporate, institutional and governmental decision-makers of the vital role of ECDL/ICDL in promoting core IT knowledge and providing an essential certification that is becoming the defacto global IT skills standard.
The programme was started in 1997 and in 2003 over 1.3 million people of all backgrounds participate in the programme.
