\nAccording to the U.S. Census Bureau, the county has a total area of 783 km² (302 mi²). 726 km² (280 mi²) of it is land and 57 km² (22 mi²) of it is water. The total area is 7.31% water.

\nAs of the census2 of 2000, there are 20,659 people, 8,270 households, and 6,161 families residing in the county. The population density is 28/km² (74/mi²). There are 9,732 housing units at an average density of 13/km² (35/mi²). The racial makeup of the county is 98.41% White, 0.32% Black or African American, 0.15% Native American, 0.09% Asian, 0.02% Pacific Islander, 0.40% from other races, and 0.61% from two or more races. 1.09% of the population are Hispanic or Latino of any race.
There are 8,270 households out of which 31.40% have children under the age of 18 living with them, 61.90% are married couples living together, 8.80% have a female householder with no husband present, and 25.50% are non-families. 22.50% of all households are made up of individuals and 9.10% have someone living alone who is 65 years of age or older. The average household size is 2.48 and the average family size is 2.89.
In the county, the population is spread out with 22.90% under the age of 18, 8.20% from 18 to 24, 30.50% from 25 to 44, 25.80% from 45 to 64, and 12.50% who are 65 years of age or older. The median age is 38 years. For every 100 females there are 99.00 males. For every 100 females age 18 and over, there are 96.50 males.
The median income for a household in the county is $27,997, and the median income for a family is $33,347. Males have a median income of $25,781 versus $19,410 for females. The per capita income for the county is $14,505. 18.70% of the population and 15.10% of families are below the poverty line. Out of the total people living in poverty, 22.40% are under the age of 18 and 26.00% are 65 or older.
