census of 2000, there are 21,675 people, 9,270 households, and 5,154 families residing in the city. The population density is 2,682.3/km² (6,956.5/mi²). There are 10,044 housing units at an average density of 1,243.0/km² (3,223.6/mi²). The racial makeup of the city is 94.25% White, 2.35% African American, 0.37% Native American, 0.77% Asian, 0.02% Pacific Islander, 0.88% from other races, and 1.37% from two or more races. 1.85% of the population are Hispanic or Latino of any race. There are 9,270 households out of which 26.7% have children under the age of 18 living with them, 36.8% are married couples living together, 13.7% have a female householder with no husband present, and 44.4% are non-families. 36.3% of all households are made up of individuals and 11.1% have someone living alone who is 65 years of age or older. The average household size is 2.31 and the average family size is 3.04. In the city the population is spread out with 23.4% under the age of 18, 11.9% from 18 to 24, 32.4% from 25 to 44, 19.7% from 45 to 64, and 12.6% who are 65 years of age or older. The median age is 34 years. For every 100 females there are 94.9 males. For every 100 females age 18 and over, there are 90.9 males. The median income for a household in the city is $32,223, and the median income for a family is $39,951. Males have a median income of $31,530 versus $25,852 for females.
