Shelby is a city located in Cleveland County, North Carolina. As of the 2000 census, the city had a total population of 19,477. It is the county seat of Cleveland County6.

census of 2000, there are 19,477 people, 7,927 households, and 5,144 families residing in the city. The population density is 414.6/km² (1,073.8/mi²). There are 8,853 housing units at an average density of 188.4/km² (488.1/mi²). The racial makeup of the city is 56.88% White, 40.97% African American, 0.09% Native American, 0.56% Asian, 0.02% Pacific Islander, 0.72% from other races, and 0.76% from two or more races. 1.56% of the population are Hispanic or Latino of any race. There are 7,927 households out of which 27.7% have children under the age of 18 living with them, 41.3% are married couples living together, 20.0% have a female householder with no husband present, and 35.1% are non-families. 31.6% of all households are made up of individuals and 15.1% have someone living alone who is 65 years of age or older. The average household size is 2.37 and the average family size is 2.97. In the city the population is spread out with 25.0% under the age of 18, 7.6% from 18 to 24, 25.8% from 25 to 44, 21.8% from 45 to 64, and 19.7% who are 65 years of age or older. The median age is 39 years. For every 100 females there are 83.2 males. For every 100 females age 18 and over, there are 75.8 males.
