Sheng Shicai
Sheng Shicai (
Sheng Shih-ts'ai) was a
warlord who, prior to the establishment of the
People's Republic of China, ruled much of the area that is the modern-day
Xinjiang province of
China. He was a
Han Chinese from
Manchuria, and he was known for his pro-
Soviet and anti-
minority (anti-
Uygur and anti-
Kazakh) policies.
