Ting Yuen was built by AG Vulcan, in Stettin in Germany (now in Poland). The hull was laid down on March 31, 1881 with the vessel launched on December 28, 1881 and sea trials commencing May 2, 1883.
The Ting Yuen was 7670 tons loaded and had a speed of 14.5 knots. At 10 knots, Ting Yuen had a range of around 4,500 nautical miles. Armament consisted of four 12-inch Krupp 25 calibre breechloading guns in two barbettes with a secondary armament of two 5.9-inch, 35 calibre Krupp breechloaders, six 37mm guns and three torpedo tubes built above the waterline. Crew was around 363 officers and men.
She was a sister ship to Chen Yuen.
