The state of being undivided, or more precisely, that which is a combination of several dissimilar parts into a single, coherent amalgam.

For example, The United States of America, is a combination of fifty different and relatively autonomous states into a single, parent state.

There must be at least one uniting factor that brings such diverse parts together. In terms of state formation, this uniting factor consists primarily of ideology and political infrastructure.
