\nThe parish has a total area of 1,103 km2 (426 mi2). 1,052 km2 (406 mi2) of it is land and 52 km2 (20 mi2) of it is water. The total area is 4.70% water.

\nAs of the census2 of 2000, there are 15,111 people, 3,645 households, and 2,704 families residing in the parish. The population density is 14/km2 (37/mi2). There are 4,485 housing units at an average density of 4/km2 (11/mi2). The racial makeup of the parish is 48.63% White, 50.51% Black or African American, 0.20% Native American, 0.17% Asian, 0.02% Pacific Islander, 0.03% from other races, and 0.44% from two or more races. 1.04% of the population are Hispanic or Latino of any race.
There are 3,645 households out of which 38.90% have children under the age of 18 living with them, 54.10% are married couples living together, 15.60% have a female householder with no husband present, and 25.80% are non-families. 23.10% of all households are made up of individuals and 8.20% have someone living alone who is 65 years of age or older. The average household size is 2.73 and the average family size is 3.24.
In the parish the population is spread out with 20.30% under the age of 18, 8.70% from 18 to 24, 40.00% from 25 to 44, 23.80% from 45 to 64, and 7.20% who are 65 years of age or older. The median age is 37 years. For every 100 females there are 191.10 males. For every 100 females age 18 and over, there are 223.60 males.
The median income for a household in the parish is $39,667, and the median income for a family is $47,239. Males have a median income of $35,046 versus $21,922 for females. The per capita income for the parish is $16,201. 19.90% of the population and 15.00% of families are below the poverty line. Out of the total people living in poverty, 25.30% are under the age of 18 and 23.40% are 65 or older.
